You might wanna post this in the requests section,

Wait a minute. Is this a petition AGAINST giving historically disadvantaged people a hand-up not a hand-out? Is this against affirmative action? If two people of the SAME qualifications are up for a position and one is more advantaged because of skin-colour,'caste',ethnicity, etc (ie the employer etc is going to 'vote their own') this petition is for people who support that sort of thing? What is meant by "Backward" classes? All seems rather bigoted to me. How about a link to the actual text of the bill so we can read for ourselves and see what it's really about?
